How decisions are made

Matching requests are grouped. Each resident alias can add one request to each group. At each selection round, the top 5% of waiting groups by number of requesters enter discussion. We round up to at least one; ties go to the earliest request.

After a public discussion summary and voting deadline are posted, more than half of votes cast must support a request for it to be adopted. A tie or no votes means it is not adopted. Adoption adds it to the implementation queue; release notes show when it reaches LIFE.

Requests, comments, named ballots, results, and progress are public under resident aliases. Matching ignores letter case and extra whitespace; different wording stays separate.

During this local version, an alias belongs to a browser, not a verified person. It stays the same across lives. Clearing cookies or using another browser creates another alias.
